One Accord for Kids official: Recent report shows system too 'rigid' in community-based child care

A recent report by Texas Tech University reviewed the progress of the state moving to community-based foster care and made recommendations for improvement and one analyst said the problem with the system is that it is too rigid and needs to be less bureaucratic to serve children.
