The Midland County Commissioners Court convened on Oct. 29 at 9 a.m. in the Commissioners Courtroom at the Midland County Courthouse to cover motions, presentations and proclamations related to county operations.

The session began with a call to order and included the customary invocation and pledges of allegiance. A key presentation was delivered by Cameron Walker from the Midland Metropolitan Planning Organization (MPO), highlighting ongoing projects and partnerships within the community.

One of the meeting's pivotal discussions centered on the upcoming National Adoption Day. The Court took action to declare Auxiliary Facilities for the event, aimed at addressing the needs of the approximately 40-50 children currently in foster care in Midland. The motion passed unanimously. Following this, a proclamation for National Adoption Day, set for Nov. 14, was also passed.

The Court reviewed consent agenda items, which included personnel actions and reports from various county departments. A Federal Asset Forfeiture Account Mandatory Annual Report and a Chapter 59 State Asset Forfeiture Account Mandatory Annual Report were approved, as were several budget amendments related to donations and funding for various departments.

Donations were acknowledged during the meeting including $2,000 from Bynum School for the Mounted Patrol and $10,000 from Occidental Petroleum Corporation for bulletproof vests. The motions for these donations passed, as did corresponding budget amendments to allocate funds appropriately.

The Court also approved agreements including a memorandum of understanding with the City of Midland for the Public Safety Bomb Squad and a standard yearly fire protection agreement with the Northeast Volunteer Fire Department.

In infrastructure developments, motions were passed for the Holly Energy Pipeline permit and for funding related to the construction of the Occidental Parkway Extension. An interlocal agreement with the Midland County Utility District for $18.7 million for water funding was also approved.

The meeting concluded with discussions on various operational agreements, including pest control services and maintenance agreements for generators. A motion to add names and repaint the veteran wall was also  passed. 

The next Commissioners Court meeting will be held Nov. 19 at 9 a.m.
