The Midland Utilities Department was compelled to contract for emergency work following the collapse of a sewer manhole in front of Home Depot. This incident brought the sewer system to the verge of overflowing in the Midland Draw area.

According to a memo included in the Midland City Council agenda for its April 23 meeting, Utilities Director Carl Craigo stated, "The emergency replacement of the collapsed sewer manhole in Midland Draw was a critical intervention to prevent a significant environmental and public health emergency. The successful completion of this project underscores the effectiveness of our emergency response protocols and the importance of swift action in the face of infrastructure failures." He added that ratification by the Council would affirm their commitment to maintaining a safe and functional sewer system for their community.

Red Deer Construction was contracted for the emergency replacement of the affected manhole, as per information from the same council meeting. The response plan entailed a 24-hour sewer bypass to maintain service during repairs; excavation and removal of both the collapsed manhole and surrounding compromised soil; installation of a new fiberglass manhole; and backfilling and restoration of the site. The project spanned 20 days.

The collapse posed an imminent risk of sewage overflow into Midland Draw, thereby presenting significant environmental and health risks. In his memo, Craigo mentioned that prompt action helped prevent additional damage, potential environmental fines, and public health issues, thus mitigating further costs.

The final bill from Red Deer Construction for this project was approved by the Midland City Council at $139,100 according to their April 23 meeting agenda.
