Congressman August Pfluger of Texas has reintroduced two legislative proposals aimed at enhancing public safety and reinforcing the rule of law. The Uproot Rioting International Students Engaged in Radical Subversion (UPRISERS) Act and the Freeze Aid for Student Assaulters (FAFSA) Act of 2025 are designed to address issues related to violence and rioting.
The UPRISERS Act proposes revoking visas and deporting individuals in the United States who engage in violent activities, specifically targeting international students, faculty members, and other visa holders involved in assaults on police officers or riots. Congressman Pfluger emphasized that studying in the United States is a privilege, not a right. "Given the increase in hostility, protests, and even violent riots across college campuses over the past few years," he stated, "I am proud to reintroduce two pieces of extremely critical legislation to codify President Trump's action on this issue and restore the rule of law."
In addition to targeting international students involved in such activities, the FAFSA Act aims to strip federal student aid from those convicted of assaulting police officers or participating in riots. This measure seeks to deter violent behavior by denying financial benefits to those found guilty.
Both bills have garnered support from several co-sponsors. Representatives Morgan Luttrell (TX-08), Jack Bergman (MI-01), Pete Stauber (MN-08), and Chuck Edwards (NC-11) back the UPRISERS Act. Representative Chuck Edwards also supports the FAFSA Act as an original co-sponsor.
The proposed legislation sends a clear message regarding violence within U.S. borders: "If you bring violence to the United States – you are not welcome here," said Rep. Pfluger.
