Midland City Council Meeting Recap: Sept. 24

The Midland City Council convened for its regular meeting on Sept. 24 to address key agenda items.

The council unanimously approved a motion to allocate $247,931.68 from the Hotel Motel Unappropriated Fund Balance for the annual Downtown Christmas Celebration of Lights.

In another unanimous decision, the council resolved to award a contract totaling $169,790 to David Cowan Equipment for the purchase and installation of four in-ground vehicle lifts and one platform vehicle lift. An additional $16,979 was approved for contingencies related to the project.

Furthering economic development efforts, the council approved a resolution authorizing an Economic Development Agreement between the Midland Development Corporation and Starfighters Space Texas LLC. This agreement, sanctioned under Chapter 501 of the Texas Local Government Code, passed unanimously.

Addressing traffic safety concerns, the council considered an ordinance to adjust speed limits on various city streets. The ordinance included lowering the residential speed limit in the Legacy Subdivision from 30 MPH to 25 MPH, a change requested by the Homeowners Association and supported unanimously. Additionally, the speed limit on Garfield Street was lowered to 40 MPH between Bluebird Lane and Loop 250 to ensure consistency and enhance corridor safety.

The council also unanimously approved the annexation of a 22.119-acre tract of land adjacent to Midland's city limits, requested by Winkleman & Associates, Inc. on behalf of Costco Wholesale. Simultaneously, the council approved an initial zoning classification of RR (Regional Retail District) for the same area, facilitating the development of the new Costco store on the northside of State Highway 191.

The next Midland City Council meeting is to take place on Oct. 8.
