The Midland City Council has decided to reimburse the Airport Fund with $2 million for up to six years of rent from its Utilities and Parks Departments. However, the city will also receive a reimbursement of $7.5 million for subsidies provided to the fund over the past five years.

In October 2022, the Federal Aviation Administration (FAA) issued a noncompliance citation following a Midland Airpark Land Use Compliance Inspection conducted in September 2022, according to information from the Midland City Council agenda for its April 9 meeting. The aforementioned reimbursements are part of measures taken to address this citation.

According to the same source, six years of land rent for Windlands and Tumbleweeds Parks constitute $1.7 million of the reimbursements directed towards the Airport Fund. It was further clarified that annual land rent payments will continue to be made.

The agenda also revealed that nearly $59,000 of the total sum is due to a purchase by Sanitation for the Citizen's Collection Center. Additionally, $40,660 is allocated for Utilities' acquisition of land for a water tower and easement. The annual land rent for the Windlands Park Building by Utilities amounts to another $1,934.

As per details shared in the Midland City Council agenda for its April 9 meeting, it was stated that the city will persist in paying the Airport Fund an annual amount of $1,934 for land occupied by a Utility Department building on airport property. This payment will be applicable each year that the building is used for purposes other than aviation.
