Midland Animal Services Urges Pet Owners to Protect Animals in Cold Weather

Temperatures in Midland are expected to drop significantly in the coming days, and Midland Animal Services (MAS) has issued guidelines to help residents protect their pets during the cold weather.

MAS recommends using straw or pine shavings for outdoor animal bedding. Unlike hay, which can retain moisture and develop mold, straw provides better insulation and remains dry. Blankets are also discouraged as they can collect condensation, leading to dampness that may harm animals.

The agency advises that vulnerable animals—such as older, very young, or animals with health issues—be brought indoors during severe cold spells. Providing a warm, sheltered environment is “crucial for these pets' well-being” said Melissa Griffin Hobson, Manager of Midland Animal Services.

Texas law mandates that animals kept outdoors must have access to adequate shelter that protects them from inclement weather, including extreme cold. Additionally, owners are required to provide unfrozen, clean water at all times. Failure to meet the standards can result in legal consequences for pet owners, according to Griffin Hobson.

MAS is currently operating at full capacity, with a large number of animals awaiting adoption. The shelter encourages community members to consider adopting or fostering pets to help alleviate overcrowding.
