Midland City Council rejects crossing guard bid

The Midland City Council has rejected the apparent low bidder for school crossing guard services in a proposed $839,710 contract recommended by a staff committee. All seven members present voted against a motion to award the contract.

"All City Management Services, Inc. stood out with its impressive track record, currently employing over 8,500 safety-dedicated individuals serving cities, towns, communities, schools, and school districts nationwide. They provided 10 references, including the City of Odessa, where they have been providing services since 2015," said Mark Wildman, director of Administrative Services, in an interoffice memo to Purchasing Manager Erika Martinez.

According to Wildman, All City Management Services had the low bid of $19.08 per hour per guard. The company scored 93.75 out of 100 points in the bid review process. The next closest bidder scored 80.46 points.

Other bidders ranged from $19.11 per hour per guard to $20.
