Midland City Council approves right-of-way deal with Permian Deep Rock Oil Co.

The Midland City Council has granted a 10-year right-of-way license to Permian Deep Rock Oil Co. for the use of city-owned property at the Executive Airpark.

According to the results agenda from the May 14 Midland City Council meeting, Permian Deep Rock Oil Co. is expected to pay an upfront fee of $352,360 for the 10-year term. This cost includes a charge of $400 per rod for a total of 878.4 rods, along with a one-time application fee of $1,000.

The oil company requires a 60-foot-wide right-of-way in order to install up to a 138Kv overhead powerline on the city-owned property, as stated in the agenda for the May 14 Midland City Council meeting. The powerline is necessary for oil well drilling and completion activities on the property. Additionally, a temporary workspace measuring 20 feet wide will be required at construction sites.

As outlined in the agenda for the May 14 Midland City Council meeting, this powerline will solely service the city's mineral lease with Permian and a surface use agreement dated April 21, 2022, with Midland-Petro D.C. Partners at present.
