The Midland Development Corporation (MDC) held a board meeting on April 8 at 10 a.m.

The Arts Council of Midland presented the restoration project of the Scarborough Lineberry House. The Arts Council is requesting $400,000 in funding from the MDC to support the renovation of this historic landmark, known as one of the oldest homes in Midland. During the presentation, the Arts Council of Midland emphasized the economic benefits of investing in the arts, citing job creation, increased tourism, and overall economic growth for the community. They also highlighted the significance of the project in preserving the history of the Scarborough family, ranching, Midland's heritage, and the introduction of the oil industry in the region.

Following the presentation, the board carried a motion authorizing the execution of a promotional agreement with Higher Orbits, Inc., aimed at advertising and publicizing the City of Midland to foster new business enterprises. According to the agenda, the MDC agrees to make one lump-sum payment to Higher Orbits in the amount of $60,000.00, with said payment to be made on or before September 30, 2024.

Another motion was carried, allowing the Executive Director to petition the City of Midland for the annexation of a 374-acre tract of land, with negotiations and execution of related agreements to be undertaken as necessary.

The board approved a resolution authorizing the execution of an economic development agreement with the City of Midland. This agreement entails the construction, installation, removal, and replacement of storm drain and paving infrastructure improvements along State Highway 158. The MDC will provide a maximum of $4,100,000 to the City for these improvements, according to the agenda. 

The meeting concluded with a presentation on the March 2024 monthly expenses and economic development activity report from the Midland Development Corporation Executive Director Sara Harris and staff.
