Be it remembered that on Thursday the 27th day of July, 2023 at 1:05 p.m. a special meeting of the Midland County Commissioners Court was called to order in the Commissioners Courtroom, located at the Midland County Courthouse, 500 North Loraine Street, Midland, Texas. The following members were present:
Terry Johnson, County Judge;
Scott Ramsey, County Commissioner Precinct No. 1;
Jeff Somers, County Commissioner Precinct No. 2;
Luis D. Sanchez, County Commissioner Precinct No. 3;
Dianne Anderson, County Commissioner Precinct No. 4

1. Discuss and take action on comp time.
Presented by County Judge Johnson. We have exempted other departments from comp time. Sara Gray, Treasurer identified some employee’s that get paid overtime instead of earning comp time. The new employee’s that are coming from Horseshoe Hospitality are used to earing overtime and it would help in the transition. Commissioner Sanchez suggested offering it to the existing employees or stopping comp time all together. Robert Segura, HR Director joined the conversation. Sara Gray, Treasurer explained the idea behind comp time. Russell Malm, County Attorney discussed when the court went to comp time to help the Counties financial situation. Veronica Morales, Auditor joined the conversation and discussed the numbers of paying down comp time in the past.
Motion that we exempt the Horseshoe positions from comp time.

2. Discuss and take action on salaries for Horseshoe positions.
Presented by Robert Segura, HR Director and Ken Olson, Horseshoe Director. They want to bring the new Facilities Coordinator at a 13.17, the new Horseshoe Maintenance Technician at a 13.11, and a Horseshoe Maintenance Technician at a 13.7. The Marketing Representative at a 17.1 and the Meeting and Event planner at a 16.3. The conversation continued with the Court and Russell Malm, County Attorney, Veronica Morales, Auditor and Sara Gray, Treasurer.
Motion that we approve the following salaries for Horseshoe positions; Receptionist at an 11.1, Facilities Coordinator at a 13.17, Horseshoe Maintenance Tech 5 of them at a 13.1, Horseshoe Maintenance Tech at a 13.7, Horseshoe Maintenance Tech at a 13.11, an Executive Administrator at a 16.1, a Convention and Event Planner at a 16.3, a Marketing Specialist at a 19.1, and a Marketing Representative at a 17.1.
