The City Council convened in regular session in the Council Chamber, City Hall, Midland, Texas, at 10:00 a.m., August 02, 2023.

MISCELLANEOUS
1. 2023100 – RESOLUTION RECORDING A VOTE ON A PROPOSAL TO CONSIDER AN AD VALOREM TAX RATE FOR THE FISCAL YEAR 20232024 AND TO ESTABLISH A DATE TO HOLD A PUBLIC HEARING ON THE PROPOSED TAX RATE; ESTABLISHING DATES WHEN THERE WILL BE A RECORD VOTE ON THE TAX RATE; AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO POST ALL APPROPRIATE NOTICES (DISTRICT: ALL) (FINANCE)
Finance Director Christy Weakland gave a presentation of the upcoming 2024 budget for the City of Midland. Ms. Weakland reported that the Midland job market is still growing and outpacing other major metro areas in the State of Texas and remains the fastest growing US city by Gross Domestic Product (GDP). Ms. Weakland reviewed the City of Midland expense history and the FY 2024 budget priorities which are: becoming a premier city in West Texas, upgraded city facilities & infrastructure, being a high performing city team and having a strong economy with more quality jobs.
Ms. Weakland reviewed the tax rate calculation and proposed a tax rate of .353162 which is 1.8 cents lower than the rate adopted in 2023. Ms. Weakland reported on the 20222023 property tax rate comparisons among surrounding cities and also reported on the City of Midland’s general fund. Ms. Weakland and some of the Directors addressed questions by Council.
Dan Corrales moved to approve Resolution No. 2023100 setting the proposed tax rate of .35316; seconded by Scott Dufford.

AYE: Stretcher Burkes, Corrales, Poole, Blong, Dufford, Ladd, Norman
