87. Section 551.0725 requires that before the Court go into executive session under that section, they unanimously vote that deliberation in an open meeting would have a detrimental effect on the position of the commissioners court in negotiations with third persons.
88. Section 551.0725 also requires that I issue to the Court a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with a third person. I have determined that it would have that effect. Please include this email in their back up to serve as my written determination.
