The state entered the second phase of Gov. Greg Abbott’s reopening plan May 18, with massage and personal-care centers and child care facilities joining the list of establishments allowed to welcome back customers after being shuttered in response to the COVID-19 outbreak.

Midland Mayor Patrick Payton said last week that he will follow the governor's plan, admitting at the time he did not know whether certain places like bars and tattoo parlors could resume operations. City parks are among the anticipated re-openings. According to NewsWest9, the Midland Parks and Recreation Department intends to make green spaces accessible again in accordance with state guidelines.

Pools are reportedly allowed to open with certain restrictions. Peyton said pool openings may rotate depending on the size of the workforce to help maintain them.

The mayor told citizens to continue to practice safety measures and their best judgment.
