Chief of Staff Taylor Novak gave a brief presentation on the positive impact of the Midland’s Merry Lights event that took place in December 2024 downtown at Centennial Park.
Mrs. Novak thanked the Downtown Parks Conservancy Board for their assistance and reported on partnerships, business impact and reviewed whats needed for the future success of this program.
City Manager Tommy Gonzalez reported on different aspects of the interchangeability of the light fixtures.
Midland Downtown Parks Conservancy Executive Director, Stephanie Martin, reported on features that went well and things that may be changed for another successful Merry Lights event.

DOING BUSINESS AS M3 LANDSCAPE MAINTENANCE & IRRIGATION, LLC, AND DEBORAH ADELOYE DOING BUSINESS AS IVY GAZE, LLC; EACH CONTRACT BEING FOR A ONEYEAR TERM, WITH AN OPTION FOR THE CITY TO RENEW THE CONTRACT FOR AN ADDITIONAL ONEYEAR TERM; THE TOTAL COST OF EACH CONTRACT NOT TO EXCEED $30,000.00 PER TERM; AND AUTHORIZING PAYMENT
Process Improvements Manager for Development Services, James Rawls, reported this program will allow third party contractors to conduct mowing abatements’ on property owners to assist with compliance, which is the main goal. Mr. Rawls gave a presentation showing the current staff situation and an analysis of the 2024 results noting Code Enforcement had over 1,000 cases that involved mowing and/or debris abatement. Mr. Rawls reviewed an RFP that went out via the Purchasing department for three oncall contractors. The contract is for oneyear with an option to renew for oneyear at a limit not to exceed $30,000 per contractor per year. Staff recommends that Council accept all three bids so that they may get onboarded and begin mowing this spring.

Utilities Director Carl Craigo gave a brief overview of the item noting the operation is going great. Mr. Craigo reported on damage that occurred this past weekend but everything has worked out.
Council Member Burkholder thanked Utilities Director Carl Craigo for the work he’s doing to strengthen the water supply.

16. 2025036 – RESOLUTION CONSENTING TO THE CREATION OF A DISTRICT TO BE KNOWN AS THE PRESERVE MUNICIPAL MANAGEMENT DISTRICT
City Manager Tommy Gonzalez reported the Municipal Management District (MMD) sets up a geographical area that has a board of directors who legislate for different items to be approved within that district. The idea is to help with municipal bonds or capital improvements. There is a sunset provision included and one requirement is the board member must live within that particular district.
Council Member Burkholder emphasized this is not a tax burden.

Mayor Blong reported this is only for the property already owned by the homeowners. The City is not imposing anything on property owners that they are not interested in. The ownership of this organization approached the City and made the request to impose this on their own property.
Intergovernmental Relations Officer Lindsey Adams reported on different ways the board could be dissolved.

Managing Director Chuck Blumenauer, gave a brief overview of the item noting the project benefits, office space, new county facility space, collaboration, food truck permitting coordination and environmental accessibility.
Mayor Blong spoke on the ongoing working relationship with the City and County to be ready for an emergency situation.

PUBLIC COMMENT
31. Receive public comments where individuals may address the City Council on City related issues and projects not on the present agenda. Any deliberation of or decision by the City Council regarding the item being discussed shall be limited to a motion to place the item on the agenda for a subsequent meeting. (Please limit comments to three minutes or less.)
Eliel Rosa, 3603 Humble Avenue, provided a suggestion of doing a town hall every two or three months so that citizens could interact with Council.
Mayor Blong reported we have had town halls that were poorly attended and that we have many council meetings that are standing room only. Mayor Blong also reported she appreciates the willingness to participate.
Discussion ensued about having all Council at the town hall meetings.
Chief of Staff Taylor Novak reported on having more specific type town hall meetings and the possibility of having Midland 101 classes online.
City Manager Tommy Gonzalez reported on the “little things that matter” saying that came from Council Member Burkholder.
Neville Peyton, 2624 Delano Avenue, reported she is in favor of City Council Meetings held in the evening.
EXECUTIVE SESSION
32. Pursuant to Texas Government Code § 551.101, the City Council will hold an Executive Session, which is closed to the public, to discuss the following matters as permitted under the following sections of the Texas Government Code:
