Mayor Lori Blong testified in Austin on March 24 in support of Senate Bill 7 before the Senate Water, Agriculture and Rural Affairs Committee. The legislation proposes an annual allocation of $1 billion in dedicated funds for water projects across Texas.
Blong reported via a Facebook post that she discussed how the West Texas Water Partnership, involving Midland, Abilene, and San Angelo, aligns with the bill’s priorities. These include long-term water security, smart regional planning, and responsible financial stewardship.
According to Blong's post, the West Texas Water Partnership represents a $550–$700 million investment in brackish groundwater desalination and pipeline infrastructure to serve the three cities. The initiative is designed to expand as water needs increase. "It’s already part of the state’s long-term water plan and will help ensure our communities aren’t left behind in times of drought," Blong wrote. "This project is the perfect example of why constitutionally dedicated funding is needed as outlined in SB7, and with today’s action the bill moves one step closer to becoming a reality."
Blong added that SB 7 establishes a foundation for large-scale water infrastructure projects to secure dedicated funding sources. "I’m proud to speak up for Midland and support legislation that backs regional collaboration and water solutions for West Texas," she said.
She expressed gratitude towards Sen. Charles Perry (R-Lubbock), chairman of the committee, for inviting her to testify, and Sen. Kevin Sparks (R-Midland) for supporting efforts to secure water resources in Texas.
