City of Midland City Council met Feb. 13.

The City Council convened in Special Session in the City Hall Council Chamber, Midland, Texas, at 4:15 PM, Thursday, February 13, 2025.

Council Members present: John Burkholder, Amy Stretcher Burkes, Robin Poole, Lori Blong, Brian Stubbs, Jack Ladd, John Norman

Council Members absent: None

Staff members present: City Manager Tommy Gonzalez, City Attorney John Ohnemiller, Deputy City Manager Morris Williams Jr., Assistant City Manager Jose Ortiz, City Governance Officer/City Secretary Marcia Bentley German, Managing Director of Public Safety Charles Blumenauer, Director of Finance Christy Weakland, Chief of Staff Taylor Novak, Interim Fire Chief Michael Tully, Strategic Communications Officer Stewart Doreen, Chief Information Officer Gorgees Eskander

The meeting was called to order at 4:16 p.m.

SPECIAL SESSION

1. Consider and take action on a resolution authorizing the execution of an administration and funding agreement with the Midland Firemen’s Relief and Retirement Fund; and authorizing payment for said agreement.

City Manager Tommy Gonzalez provided an update regarding the Midland Firemen’s Retirement and Relief Fund (MFRRF) issue and results. Mr. Gonzalez reported that if the City had waited until February 25th, 2025, the City would not have saved $111,000. He also thanked Deputy City Manager Morris Williams Jr. and the team for their help getting this done.

Mayor Blong reported that the Actuarially Determined Contribution Rate (ADC) prevents this issue from ever happening again.

City Manager Tommy Gonzalez reported that through sound governance, reports will be provided to Council regularly.

Council Member Amy Stretcher Burkes provided remarks and offered thanks to everyone involved with this process.

Council Member Burkholder provided remarks and thanks.

City Manager Tommy Gonzalez praised Finance Director Christy Weakland and thanked Chief of Staff Taylor Novak and Strategic Communications Officer Stewart Doreen for their assistance.

City Attorney John Ohnemiller thanked SR Assistant City Attorney Nicholas Toulet Crump for all his help.

Council Member Ladd thanked MFRRF Board Chairman Justin Graham for his hard work on this project.

Mayor Blong reported that thanks to the Firefighters, we are celebrating something they gave up and that they should be acknowledged for this.

Robin Poole moved to approve; seconded by John Burkholder.

The motion passed by the following vote:

AYE: Burkholder, Stretcher Burkes, Poole, Blong, Stubbs, Ladd, Norman

NAY: None

ABSTAIN: None

ABSENT: None

All the business at hand having been completed, the meeting adjourned at 4:26 p.m.
