8. 2025­012 – RESOLUTION AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT WITH KEMP GOLF COURSE DESIGN, LLC, IN AN AMOUNT NOT TO EXCEED $458,000.00 FOR ARCHITECTURAL SERVICES NECESSARY FOR THE DEVELOPMENT OF A MASTER PLAN FOR THE HOGAN PARK GOLF COURSE

Parks and Recreation Director Laurie Williams gave a brief overview of the item noting water quality and irrigation will be reviewed. Ms. Williams also reported they would like to have a master plan for development that will help accomplish their goals.

City Manager Tommy Gonzalez reported this is related to the discussion of the five year capital improvement plan for the golf course that Council approved; a continuation of the plans and designs.

Ms. Williams reported the timeframe for completion for the master plan is about six months. John Norman moved to approve Resolution No. 2025­012; seconded by Brian Stubbs.

Midland Development Corporation Director Sara Harris gave a brief overview of the item noting how the funds will be used. This is for a Consulting Services Agreement for advocacy to help direct funds during the legislature for Aerospace to Midland for infrastructure needs. During the last session, the legislature put aside $200 million for the Texas Space Commission. The City needs advocates in Austin to push for funding in this area.

Traffic Engineer Taha Sakrani gave a brief overview of the item noting in order to install the traffic lights, Oncor needs to move some polls, however, in order to do this, the City needs to have an agreement with Oncor.

Assistant City Manager Jose Ortiz reported this project is already fully funded.

City Manager Tommy Gonzalez reported that project managers will go through project management certification training.

Assistant City Manager Jose Ortiz reported how in­house project management will benefit the City.

Mr. Gonzalez also reported on the investment and how it won’t affect property taxes. Enterprise funds, such as the Airport and Solid Waste are no longer subsidized from the general fund. Many of the projects are being funded by Federal and State grants.

Assistant City Manager Jose Ortiz gave a brief overview of the Wildcatter Trail noting there will be two trail heads. The City will need to extend Arlington Road to the north to help with congestion.

Eliel Rosa, 3603 Humble Avenue, spoke about changing the Council meetings to the evenings.

Deborah Morris, 3108 Loma Drive, would like to know if anything was found out regarding an appeal for a trespass violation that was placed on her for doing bible study.

Staff has been directed to speak with Ms. Morris after the meeting.

Oscar Bedolla, 2302 Sinclare Avenue, wanted to make the Council aware of a traffic stop that ended up with him in the police car.
