Bhupen Agrawal, owner of the Honolulu Building, gave a presentation and provided his vision regarding the Honolulu Building in downtown Midland. Mr. Agrawal also reported why he feels like the Honolulu Building should be purchased, such as, preserving history, beautification of downtown, location and cost savings just to name a few.

Any plat larger than 25 acres must come before Council. There are no changes to the zoning and the lot dimensions do comply with the current zoning districts. No letters of objection have been received and Planning and Zoning does recommend approval.
Charles Harrington, 18 Desta Drive, Zoo Project Coordinator, reported this is actually for a zoo and not for housing. There are no plans for residential housing at this location.

Planning & Development Officer Elizabeth Triggs gave a brief overview of the item noting it’s a request from the Midland Park Mall for a sign appeal. Mrs. Triggs explained why the request was denied and the appeal process. The City Code allows wall signs to be 50 square feet. The mall is requesting a sign that is 140 square feet.
Natalie Jett, 4511 N. Midkiff Road, General Manager of Midland Park Mall, reported the sign hides a dumpster, which is an eyesore, and that most of the time it will read Midland Park Mall. This is a vinyl sign, not digital.

Chief Deputy City Secretary Vanessa Magallanes read the caption of Ordinance No. 10542.
Traffic Engineer Taha Sakrani gave a brief overview of the item noting it’s to change the speed limit on Briarwood, Midkiff Road, and Rankin Highway. Mr. Sakrani reported what the new speed limit will be on each of these roads.
John Norman moved to approve the second and final reading of Ordinance No. 10542; seconded by Robin Poole.
The motion passed by the following vote:

PUBLIC COMMENT

Mr. Odell Niblett, 308 E. Dormard, is a crossing guard in Midland. Mr. Niblett reported he and other crossing guards are not being treated fairly. Mr. Niblett reported that his pay checks have errors and he is unable to communicate with the director of the program.
Council Member Dufford inquired of staff what the third party, that the City pays, is doing with regard to paying their employees.
Deputy City Manager Morris Williams reported there have been complaints and that some are the same complaints Mr. Niblett spoke about. Mr. Williams reported they have been checking into those complaints.
