Midland expected to pay $839,710 for school crossing guard services

Midland City Council is expected to approve an $839,710 contract for school crossing guard services with All City Management Services of Santa Fe Springs, California, at its July 23 meeting. The contract had been rebid, with five bids received.

According to Mark Widmann, director of administrative services, the vendors scored between 86.80 points and 72.14 points out of a possible 100. "All City Management Services scored 86.80 points; more than 8 points higher than its closest competitor," said Widmann. Its bid for $19.08 per hour per guard was more than $11,000 less per year than the next competitor, Crossing Guard Services LLC. Bids ranged from $19.80 per hour per guard to $24.80 per hour per guard.

The school district has 57 locations that will need crossing guards four hours per day with regularly scheduled early release days, according to the agenda package for the Midland City Council's July 23 meeting. Another three sites will need crossing guards 5.5 hours per day with no regularly scheduled early release days.

All City Management Services provided 10 references, including the City of Odessa, where the company has provided crossing guard services since 2015, according to the Midland City Council agenda for July 23.
