In preparation for the upcoming city council special election on May 4, prospective candidates in Midland are encouraged to familiarize themselves with key information about the election process and the responsibilities of elected officials.
According to the Texas State Historical Association, Midland has operated under the council-manager form of government since its incorporation on Jan. 25, 1911. The city council is composed of six council members and a mayor who all play a role in setting policies, adopting the annual budget, and overseeing the city's operations. The city manager, appointed by the council, manages day-to-day affairs.
Each mayor/council member serves a three-year term and is limited to three consecutive terms. The mayor, directly elected by voters, presides over council meetings, represents the city at events, and signs official documents. Compensation includes $75 per month for the mayor and $25 per month for council members.
Council members are expected to attend regular and special meetings. Regular meetings are typically held on the second and fourth Tuesdays at 10 a.m. and are set annually. Agenda packets are available on the city's website and they provide insights into meeting topics.
The city council is set to work on the budget for fiscal year 2024-25. The 2023-24 budget is accessible on the official website. The municipal code, governing city laws, is also available for review.
The special election on May 4 will fill the position of city council member at-large. Candidates must adhere to eligibility requirements, including U.S. citizenship, voter qualification, age criteria, and residency.
Prospective candidates can access information during regular business hours at City Hall. Requests for information can be made via a request for information form, with a nominal charge of 10 cents per page for copies.
The City of Midland ensures that any information provided to one candidate is made available to all candidates. As the election season unfolds, candidates are encouraged to engage with city resources and adhere to guidelines for a fair and informed electoral process.
The application period for candidates will conclude on March 4. The final day to register to vote in the upcoming election is set for April 4. Early voting is scheduled to take place from April 22 to 26, and again on April 29 and 30.
Candidates must adhere to reporting requirements, with the first Pre-Election report due on the date of the Campaign Treasurer appointment (April 4) and the second Pre-Election report due from March 26 to April 24.
