Cruz stated, "For decades, our Israeli allies have sought to counter Hamas's terrorism while the international community — including, and far too often, the United States — urged engagement and appeasement." He believes that the world's lenient attitude towards Hamas has allowed the group to carry out sneak attacks on towns and cities near the blockaded Gaza Strip, which Hamas has controlled for 16 years.
