The City Council convened in regular session in the Council Chamber, City Hall, Midland, Texas, at 10:00 a.m., August 29, 2023.

Council Members present: Amy Stretcher Burkes, Dan Corrales, Robin Poole, Lori Blong, Scott Dufford, Jack Ladd, John Norman

Council Members absent: None

Staff members present: City Manager Tommy Gonzalez, City Attorney John Ohnemiller, Deputy City Manager Morris Williams Jr., Assistant City Manager Tina Jauz

The meeting was called to order at 10:00 a.m.

BUDGET AND TAX RATE

1. 10432 – AN ORDINANCE OF THE CITY OF MIDLAND PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024, BY APPROVING THE BUDGET FOR SAID PERIOD AND APPROPRIATING AND SETTING ASIDE THE NECESSARY FUNDS OUT OF THE GENERAL AND OTHER REVENUES AND UNAPPROPRIATED FUND BALANCE OF THE CITY OF MIDLAND FOR SAID FISCAL YEAR FOR THE MAINTENANCE AND OPERATION OF THE VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES AND IMPROVEMENTS TO THE CITY; AND ORDERING PUBLICATION (DISTRICT: NONE) (FINANCE) FIRST READING HELD AUGUST 22, 2023

Finance Director Christy Weakland gave an overview of the second and final reading of the 2024 FY Budget. Ms. Weakland provided information on the FY 2024 Proposed Tax Rate of 0.353162 which is .18 cents lower than the adopted rate in FY 2023. Ms. Weakland reviewed how compounding would affect the City and how every ½ penny decreased, loses about 1 million dollars in funding.

Dan Corrales moved to approve the second and final reading of Ordinance No. 10432; seconded by John Norman.

The motion passed by the following vote:

AYE: Stretcher Burkes, Corrales, Poole, Blong, Dufford, Ladd, Norman

NAY: None

ABSTAIN: None

ABSENT: None

2. 2023­112 – RESOLUTION RATIFYING THE PROPERTY TAX REVENUE INCREASE REFLECTED IN THE FISCAL YEAR 2023­2024 BUDGET (DISTRICT: NONE) (FINANCE)

Finance Director Christy Weakland gave a brief overview of the item noting this is a required vote to acknowledge and authorize the property tax revenue increase for the FY 2023­2024.

Dan Corrales moved to approve Resolution No. 2023­112; seconded by Scott Dufford.

The motion passed by the following vote:

AYE: Stretcher Burkes, Corrales, Poole, Blong, Dufford, Ladd, Norman

NAY: None

ABSTAIN: None

ABSENT: None

3. 10433 – AN ORDINANCE FIXING THE TAX LEVY FOR THE CITY OF MIDLAND, TEXAS, FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2023, AND ENDING ON SEPTEMBER 30, 2024 (DISTRICT: NONE) (FINANCE) FIRST READING HELD AUGUST 22, 2023

Amy Stretcher Burkes moved to approve the second and final reading of Ordinance No. 10433 and moved that the property tax rate be increased by the adoption of a tax rate of 0.350662 which is effectively a 6.68 percent increase in the tax rate; seconded by Scott Dufford.

The motion passed by the following vote:

AYE: Stretcher Burkes, Blong, Dufford, Ladd, Norman

NAY: Corrales, Poole

ABSTAIN: None

ABSENT: None
