Be it remembered that at 9:00 a.m. a meeting of the Midland County Commissioners Court was called to order in the Commissioners Courtroom, located at the Midland County Courthouse, 500 North Loraine Street, Midland, Texas. The following members were present:

County Judge Johnson pulled 27 names from the 128 eligible. The first nine are members of the salary grievance committee: David Cassie Scott, Grace Marie Shelton, Tonya Bosley Dustin Colbey Juergins, Coral Maldonado, Camile J. Vicknair, Jr., Michelle Lee Griggs, Coleen McMillar, and Gary Wayne Gilbert.

The last eighteen are alternate members: Andrew William Eedelman, Daniel Ramirez, Lisa Yvonne Sanchez, Emma Jo Middlebrook, Toni Womack Roberts, Kaci Lynn Awbrey, Cristi Lynn Blair, Dayer Adrian Lebaron, Jaclynn Renee Ornelas, Mark Raymond Suydam, Irma Garcia Chabarria, Patricia Faye Miramontes, Joshua Tyler Shoemaker, Soong Hay Tam, Jesus Gonzales Jr, Nancy Darlene Tyler, Lauren Ashley Langston, Kandace Joy Hillis.

10. Discuss and take action on proposed salaries for Elected Officials.

Judge Johnson relays he is considering a 5% raise for Elected officials. Commissioner Sanchez mentioned grades and steps. The Elected officials are not on a grade and step system. Mitzi Baker, Treasurer answered some of the Court’s questions. Commissioner Ramsey asked if they should consider an 8% raise. Commissioner Sanchez mentioned that they need to consider what they are going to give to the employees. The discussion turned to salaries for the whole county. Commissioner Prude mentioned a one-time stipend. Mitzi Baker, Treasurer entered the conversation again. The Sheriff’s Office salaries were discussed. Russell Malm, County Attorney mentioned that they are agendized for Elected Officials salaries. They discussed another hearing date for this topic.

11. Discuss and take action setting Midland County T.C.D.R.S. contribution rate for 2023 and COLA for retirees.

Presented by Mitzi Baker, Treasurer. Recommended the County continue to pay in 13.5. The retirees have only received COLA in 2009 and 2014. There was a discussion of giving them a COLA again. Veronica Morales, Auditor joined the conversation. Tabled for more information. Exhibit: 21-26

12. Discuss and take action paying down comp time to limits set by Personnel Policy. Presented by Mitzi Baker, Treasurer.

23. Discuss and take action on RFP for Vehicle Uplifting.

Presented by Kristy Engeldahl, Purchasing Agent. This is for vehicle upfitting. We most likely will not be using Turnkey, so we need to go out for RFP. We want to put emphasis on Labor rate, customer service, quality of work and priority of Midland County vehicles as a customer.

24. Discuss and take action on purchase of License Plate Reader System and Service Agreement.

Presented by Kristy Engeldahl, Purchasing Agent. This is a budgeted item. This is a license plate reader that will go on one vehicle in CID. The system will scan license plates for any stolen vehicles that have been uploaded in the TCI/NCIC. We have a quote from Vigilant Solutions in the amount of $16,765.00. There is also a service agreement that needs to be signed. Sgt. Chris Fuentes joined the conversation and answered the Courts questions.

Motion to purchase the license plate reader system and authorize the County Judge to sign the corresponding service agreement subject to the County Attorneys approval.

Presented by Eddie Melendez, Facilities Director. There is a quote from Neal & Associates Division for $32,276.00. The funds are in the detention building maintenance budget. Lt. Rebecca Thompson joined the conversation.

Presented by Robert Segura, HR Director. The participants worked at the Library and the District Clerk’s office. Endy Moore, Library Administrative Secretary expressed how well Brittanne Bobo did at the Library. Clarissa Lopez, Chief Deputy District Clerk introduced Jacqueline Ruvalcaba and stated that she is now as of today a Midland County Employee. 27. Discuss and take action on professional photography at CR 1232 crossing of Monahans Draw.

28. Discuss and take action on Subdivision Regulation Variances on Veteran Development Addition, Section 3.

Presented by Jessica Buchanan, Public Works Regulations Manager. The developer is requesting 50’ right-of-way instead of the regulated minimum 60’ right-of-way. Andrew Avis, Public Works Director joined the conversation. He views this as a driveway not a road. There has no chance for it to become a road. The Court members offered their concerns.

Motion that we deny it, and it has to be at 60 foot.
