The City Council convened in Special Session in the Martin Luther King Jr. Community Center, Midland, Texas, at 2:00 PM.

The meeting was called to order at 2:02 p.m
SPECIAL SESSION
1. The City Council will meet with Council appointees, City department managers, City staff and others in a workshop to discuss and consider City policy, management, operational, and budgeting issues for the current fiscal year and future fiscal years, including, but not limited to: streets, roads, and water and sewer infrastructure; water supply and resources; parks and recreation; community services; public health and safety; land use and development; economic development; personnel; airports; technology; solid waste management; real property acquisition and disposition; and oil and gas development and regulation. The Council may develop and prioritize projects and goals in connection with the foregoing matters.
City Manager Robert Patrick gave a brief overview of the expectations for the meeting today and immediately handed the floor over to Judge Tim Meek with the Municipal Court. Following Judge Meeks report, each Director provided information regarding the status of their 2022 Priorities by supplying updates on their project(s), a projection of anticipated completion and a needs assessment for budget purposes.
Finance Director Christy Weakland summarized the projects in order of priority and reviewed the General Fund balance which is estimated to be about $114,844,000.00. Mrs. Weakland also reviewed ARPA and allocated CARES Funds amounts.
Mayor Payton concluded the meeting by thanking everyone for a job well done.
EXECUTIVE SESSION
2. Pursuant to Texas Government Code § 551.101, the City Council will hold an Executive Session, which is closed to the public, to discuss the following matters as permitted under the following sections of the Texas Government Code:
a. Section 551.087, Deliberate Economic Development Negotiations
a.1. Discuss business prospects that the City seeks to have locate, stay, or expand in or near the City of Midland, Texas, and discuss possible incentives
