Be it remembered that at 9:03a.m a meeting of the Commissioners Court was called to order in the Commissioner Courtroom, located at the Midland County Courthouse, 500 North Loraine Street, Midland, Texas. The following members were present:

7. Discuss and take action on COVID hours.

Presented by Judge Johnson. Debbie Garza, Library Director discussed the Library schedule and would like to study past stats to adjust the hours of operation for both locations. They are required to be open a minimum of 54 hours a week to keep our accreditation. Currently they are open 52 hours. The State has given some latitude. Commissioner Donnelly stated his concern for not getting back to normal hours. Exhibit: 15

11. Acknowledge Grant Application Procedures.

Veronica Morales, Auditor wanted to establish a procedure for all Department Heads and Elected officials to follow for applying for grants. If it is approved by the Court they will post it on the intranet. Commissioner Ramsey asked the Auditor if she thought the County would benefit from a full-time grant writer. Veronica Morales, Auditor stated probably but it depends on whether the County plans to go out for more grants.

Presented by Laura Nodolf, District Attorney. They are working on cleaning this property. The DA asked the Court to consider a 90-day extension before entering a final order. With the possibility of another 90 day extension. The property in question is at 1810 Cloverdale Road.

Caroline Graves, Elections Administrator is asking to change the policy to 45 days prior to early voting to be able to pay overtime. Veronica Morales, Auditor asked if there would be a cap on the hours.

Presented by Justin Bunch, Emergency Management. This is a national campaign. They would like to install the free smoke alarms provided by Red Cross. Russell Malm, County Attorney stated if the Court determines a public purpose they can approve it.

Motion that I believe this constitutes a public purpose of improving the health of all the residents of Midland County and to approve the program.

But we need to get a roof put on directly after the abatement. We have a quote from Parsons Roofing, using the TexBuy Cooperative Purchasing Contract, in the amount of $97,518.00. There are funds budgeted for this.

DIST CLERK $174.12/mo for 60 months (current price is $153.63/mo)

They will try to use existing pump, but there are 2 pumps quoted just in case.
